Missing option for surface samples?

I just started playing with career mode in .90. All the guides I see suggest taking surface samples for the research, however when I EVA on the surface all I get is the option for an EVA report, no surface samples or even a plant flag option. Do I need to unlock these somehow? or is something just borked? I also can't place maneuver nodes on the map, same thing?

KSP 0.90 changes how career works, now KSC buildings must be upgraded to unlock specific features.

To plant flags, the Astronaut Complex must be upgraded to tier2; to retrieve surface samples, the R&D complex has to be tier 2.

Some thing for maneuver nodes: Mission Control tier 2.

Just to clarify: you need *both* the astronaut and R&D complexes to be tier 2 for surface samples.

Likewise, you need the tracking center *and* mission control to be tier 2 for maneuver nodes.
