About no one use the same mods as anyone else.

The only one who do are those who play using a very specific and targeted modset like the Realism Overhaul and even then they will often include other mods that do not impart on the target value (in that case, realism).

Pick and chose ahoy, it's a mod buffet with KSP and I can't understand what you are trying to do with this.

Back in the days of Morrowind, mod packs were rather common; they have the advantage of having incompatibilities and version specifics dependencies already fulfilled for the player, so that players simply need to download, extract, and play.

The KSP mod community is unique in the fact that a good part of the player base are engineers, astronomers, programmers, artists, or some other kind of professional. And professionals prefer to do things manually themselves. Which is why a mod manager has not become the standard as it has in other mod communities; because a good portion of players don't need it. I expect the same would be for a mod pack. The only players who would use it are ones that don't want to deal with managing mods themselves. And in that case the ease of installation and the eliminate of worry about incompatibilities and dependencies would need to be the main selling point.

Yes, I understand that. Really I am trying to organize a mod list which people can organize themselves or download the file that I have organized and fixed the issues with.

You're going to run into licensing issues on several mods. Most mods are pretty open about redistribution, but there are some authors who are rather particular about where their stuff is DLed from.

Your other issue is niche. KSP is about the easiest game to add mods to of any out there. As for a future-y pack, there's huge disagreements over that as some people swear by KSP Interstellar, but others think its massively overpowered and stick with Nertea's Near Future mods (myself being one of the latter). If you want to make a mod pack, it needs a very specific role, and I'd also say be prepared to make a handful of parts yourself that no mod adds. (Fuel lines can only be found in the memory intensive COSMOS pack, Struts are found in B9 which is massively memory intensive, and KW Rocketry's struts are very heavy) The idea there is that you go for a total conversion mod pack. Finding matching themes is hard, but a total conversion is doable with the sheer number of mods out there (be VERY cautious of memory usage).
