Why is stability enhancer adding 2 meters?

I have a 35.2 meter rocket with nozzles almost touching the ground. (Adding, at most 1/2 meter to the rocket's height). When I add a launch stability enhancer, it adds 2 meters, making my rocket 37.2 meters high. Why?

I have had trouble with this too, pushing a craft that was just under the limit into the red. I would guess it is because the base of the tower goes into the floor farther than it needs to. I ended up cheating it by putting my craft through the floor as well and it let me launch but this is something the devs ought to address. No reason to penalize somebody for stabilizing before launch.

Maybe because they automatically move the rocket up slightly so that the very bottom (nozzles) are around 2 meters off the ground. They are counted as parts and are thus part of the vessel initially, adding to the total height.

Nope, that's not it. Yesterday my LV was immovable because when it spawned it fused with the launchpad, just slightly.
