Staged Xenon tanks don't obey resource transfer mode

I was troubleshooting a mod (SmartStage), and noticed that Xenon engines and tanks don't follow normal resource flow.  So I loaded a purely stock game to test.

I don't know if this is a bug or intended behavior, but according to the resource definitions,  this shouldn't be happening

See the following image for the test vessel I'm using.

It consists of (in order from top down):

  1. A battery
  2. Probe core
  3. Xenon tank
  4. 1.25 Engine Plate
  5. Dawn engine
  6. Xenon tank
  7. Dawn engine

The engine plate is where the staging is. 

I launched the vessel, and cheated it into orbit.  I also cheated infinite EC for the test

I locked the bottom tank:

and started the engine, and it started using the tank above the engine plate.  I repeated the test ussing a decoupler, and verified that crossfeed was not on:

So,  anybody have any comments on this?

It seems that resources with STAGE_PRIORITY_FLOW flowMode intentionally do not respect decouplers and the like. You should be seeing the same using Monoprop too, as well as ElectricCharge (both of which have that same flowMode as well).

But liquid fuel and oxidizer also have the same flow mode

After checking, i see it's LiquidFuel and Oxidizer have STACK_PRIORITY_SEARCH

My mistake
