PC Destroyer: Instead of limiting you to not build craft above a certain size limit before upgrading the VAB in Career mode PC Destroyer changes that so that instead you cannot build craft below a certain size limit, starting at 1000 parts, upgrading allows you to build craft as ludicrously small as 500 parts.
