KIS Part missing [KSP 1.1]

I had this problem too. KKAOSS.KIS.Tank is part of the Planetary Base Systems Module, but is only enabled when it detects that KIS is also installed. To fix this, make sure you have the latest version of the Module Manager in your GameData folder.
