The idea is simple.
Use only stock parts to safely land on the VAB as fast as possible. No cheating, of course.
My fastest time is 20 seconds. I think you can beat that.

I'm confused on the max height. 100 meters is just above the launch pad.

Can parachutes be used? They can be used to slow down the craft during hover.

I'm raising the max height to 1000m. 500 is just too little.

Also, I assume this should be done on Kerbin, and that the altitude is to be measured from the surface and not from sea level. (If you wanted, you could specify an airless celestial body like the Mun or Tylo instead to definitely rule out any non-rocket solutions. But you do need to require a specific body, or everyone will choose Gilly.)
Yes, it should be on Kerbin, with a liquid fuel engine. I wasn't very clear on that. It also can't take advantage of wings + aerodynamics.
It also can not use jet engines.

Well, it's pretty simple. Try to get the longest hover time on a spacecraft.
This is my first post on the KSP forums. I have been playing the game for a few years though.
Rules:
- Must be between 10-1000m
- Can't touch the ground during hover
- No jet engines, only solid/liquid rocket fuel
- No use of aerodynamics/wings to fly
- Be honest :-)
- A video isn't required but it would be better.
- No parallel staging
- No engine more than once
