yeah, that's the new stock temperature gauges. It is kind of annoying, I'd love a way to turn that off.

Ya, I definitely do not like those. Especially since they are not particularly informative. But to answer your questions no you can turn them off F10, and they are part of stock KSP.

They cool, just slowly. There's no convection, so radiation (and conduction to other parts) is the only way for the ship to cool off.

There is also a "temerature gaudge killer" mod that saves you from pressing F10 all the time.

Pressing F10 however doesn't disable the incredibly rushed and ugly part highlights that show if something is overheating. HeatWarning seems to disable this, however, and provides a better and memory leak free replacement for the stock temperature gauges.
