Apparently Kerbals have incredibly advanced civilisation. It allows them to actively explore the space, while keeping their homeworld in (almost) pristine shape. To achieve this goal, they live in vast, underground cities. KSC is the only constantly inhabitated structure built on the surface. Only recently kerb-government decided space program advanced sufficiently to allow untrained civillians to go to space (for a small, operational fee).

Tourists and all other kerbals are generated by the engine as needed. theres no lore for kerbal cities or storylines its not that kind of game. they come and go as you click the accept button nothing more nothing less.

I wonder what it would take to randomly spawn Kerbals on the surface every so often, kind of like the VAB/SPH crew, having picnics and stuff, maybe give 'em old-school Cadillacs or something...

Personally, I consider tourists stats to be Courage and Richness, instead of Courage and Intelligence. I think it brings more fun to tourism contracts...
