Is it possible for those structure pieces to be moved into the fuel tank? I remember seeing some kind of mod or option that allowed players to flip and turn objects using a precise tool. thanks for the info!

It would help if the picture worked, but you can use the WASDQE keys while in the VAB and SPH to do 90 degree rotations of a part when placing it. (holding SHIFT while doing this will use 5 degree increments instead of 90)

If the piece is already placed, you can use the rotate tool [3] to make adjustments after the part has been placed (you have to disable angle snap to be precise)

The gizmo tools are at the top left, "hovering in the air" just to the right of the Parts list and below the Crew and Action Groups icons. I don't remember for sure if they're available in the Tier 1 VAB (I think they are), but they're definitely in the Tier 2 VAB and above.
