Thanks, I appreciate the replies except for the condescending one. I guess my problem is that I don't see the point. Has anyone ever had anything go wrong because their parachutes open too fast?

Just about everyone that played KSP for more than an hour prior to 1.0 has had problems with chutes opening too fast. They used to be like slamming through a concrete wall when they opened, quite capable of detaching bits of your craft (mostly just if using physics warp).

Semi is the point when the chute is not fully opened/ resembles a sock

Full is when the chute is completely deployed

These matter because decelerated to fast can break things and decelerating to slow and to low = burn up
