In combination with a complete life support system for kerbals, this would be nice. But for the single purpose of teh radiation belt, this would be too much of an effort for too little effect.

I would NOT be in favor of Jool having a powerful radiation belt, because there would be no point in having cool moons like Laythe and Vall and Tylo if you couldn't send kerbals there without sentencing then to death.

Jool is only about the size and mass of Venus, so there is no need for it to have a powerful magnetic field if Squad should decide they don't want it to be a kerbal death trap.

Yeah, without more complex kerbal crew management, this seems like it doesn't really fit into the game as it is now, except maybe as part of the science exploration. But there isn't much in the game that effects kerbals negatively, except being inside a capsule that impacts too hard. Even out of a capsule, they often survive by landing on their helmets...
