Strange red orbit ring

I had clicked on my tracking station to double check on a satellite orbiting the Mun and noticed a red polar orbit ring around Kerbin. AP is at 5,991,519m and PE is 5,714,001m. It also says "Agency: Zaltonic Electronics" and has 8 equally spaced points moving around it. No idea where it came from, anyone know what it is? I'd post a pic but don't know how on here.
