Something wrong with airbrakes.

Action groups and symmetry - known bug.

If you add several parts via symmetry to the action group - be sure you check them one by one later.

If you put multiple parts on an action group, and then move the parts, the action group can 'forget' to activate all the duplicates of the original part created by symmetry. If that happens, blank the action group and re-create it.

Or use the Stock Bug Fix mod, which fixes the problem. :)

The other thing with the airbrakes is that they are always attached to the brakes action group.

The Stock Bug Fix mod fixes the editor loosing track of the action groups (called SymmetryActionFix), and the airbrakes action groups can be changed (called ModuleAeroSurfaceFix).

As Vanamonde said, the stock workaround is to fix the action groups any time you pull off a part and put it back on.
