I recently installed windows and ksp onto a new PC and the game is running at a very poor FPS . Beforehand I had it on ubuntu and it ran perfectly fine , so i have no clue what the problem is .

Any help would be appreciated :)

No idea what the problem is since everything should be running smoothly with what you have, but one idea to try to speed it up a little is by opening task manager, going to the Details tab, find KSP.exe, right clicking it, mousing over "Set Priority" and setting it to High (not realtime). Doing that might make it a little more bearable. There might be some way to allocate more RAM to KSP but I don't know how.

Can you upload an output_log.txt file somewhere and post a link here? A couple of common causes of slow frame rate are lots of stuff being written into the log and the CPU throttling back the clock speed for power saving or thermal management.

Have you tried checking your computer's like power saving settings? I was having the same FPS as you, but after setting my laptop's 'energy manager' to 'high performance' mode (as well as setting KSP to 'high priority' in the task manager) I'm now getting consistent 30FPS in an ~80 part stock flight even with all the graphics settings maxed.
