Any life is likely to be very different from Earth life, though, ad not be suseptible...

As others pointed out Titan has a thick atmosphere; with a surface air pressure nearly identical to Earth's. Thus it would be a more hospitable place. In fact one would not need a pressure suit to walk about on the surface of Titan. All that would be required is suitable oxygen supply and protection from the extreme cold at the surface. As Titan's surface is composed of water ice this would be useful for making drinkable water and splitting the molecules to produce oxygen (Hydrogen gas would be another useful byproduct). Thus with a more hospital destination that is Titan; Saturn would be a more suitable target for potential colonization compared to Jupiter.

I meant "Which should we send humans to first? Should we focus on the Delta-V, or travel time"? :/

And if you look at my earlier comments, I 100% agree with you:)

Mars and Earth do panspermia, so yes. But life would still have branched off from the panspermia long ago- not to mention few would get past the ice crusts. Especially as far as Jupiter, most life would probably be fine.
