Thanks ya'll for answering my Cargo Ramp question, it actually wasn't the cargo ramp that was my real issue, I found out later, it was putting a mk3 cargo bay then adding a fuel tank to back of that or passenger module, that I was having the issue, it would flip it 180 into the cargo bay every time. anyhow...

My rover wheel question, I've been attempting to make a sturdier rover recently and was adding these wheels on, now sure I can't really tell which way is up with these compared to other wheel, but should it matter, I launch this or anything with these and get these results most the time and vehicle won't go anywhere, they just spin and pivot.

Yes, it matters which way is up. I could try to describe the correct orientation, but it's probably faster for you to just try each one.

They are upside down by 180 degrees

Yup, the wide part goes up on those wheels.
