Both main types of Soviet industrial reactors (RBMK and VVER) matched all world standards of safety.
2-3 years is not a reactor's lifespan, it's just an interval between fuel reloading. The same for Soviet, American and other ones.

At the end of World War I, the city was given to Poland; at the end of World War II, it was seized by the Soviet Union and the entire nation of Poland shifted westward.

The time frame was for the CONSTRUCTION of the reactor, and not its lifespan. Within the rest of the nuclear world, even in China, reactors can take from four to seven years to complete. The Soviet leadership believed that by the public display of completing a reactor in a little over two years, the industrial and scientific might of the Soviet Union and the benefits of a command and control economy could be put on display as a more efficient form of economics than the West's "inefficient" capitalism model.

Kaliningrad (aka Koenigsberg) was not "seized by", but was given to the USSR by Potsdam Conference and later international agreements.
And, of course, it is not "in Poland", as you had written.
Can't see how Kaliningrad (aka Koenigsberg) can relate the to nuclear reactors theme.

RBMK-type reactor was being designed since 1963-64 till 1973 when the first of them has been implemented.
No "two years" again.
