Idea for how to generate physical landbased terrain scatter

This intrigued me so much I went ahead and did a little testing. I discovered a couple of things. Firstly, if you're turning on scatters and are surprised that you can't find any, restart KSP :P

With that out of the way, I drove my "rover" up to a nice big tree and parked it there:

The other thing I discovered whilst testing this is that I could still drive on electric power even when the batteries were empty. But that's the subject for another discussion.

To sum things up, yes I want to crash into trees.

I like it when people test things. Especially when they are things that are easy to test*. Well done!

With that said, what I missed in your test was running the clock. Go back to the VAB, launch another vessel, put it in orbit, then go back to the rover. Maybe work a week or two. Not saying it will change things but if you want to close out the topic thoroughly I'd take that one into account as well.

* It's amazing how many times (not just KSP but anything) people will tell you to do The Thing, or you will have to pay Horrible Consequences. And how many times, when you set out to see what the effect is of not doing The Thing, it turns out that Horrible Consequences are non existent, not noticeable or at least not nearly as bad as Everyone is telling you it will be.

Another thought, @Deddly: Go generate more ground scatter. IIRC there is a cache of ground scatter (it caused a memory leak way back in... 0.90?) so it stays put until you generate enough somewhere else to clear out that cache. Fly a plane around somewhere for a bit generating scatter, and then come back to your plane and see what happens.
