how to use the cube probe core?

Probodobodyne QBE.

it doesn't have sas, so it won't launch by itself (adding reaction wheel makes them expensiver then hecs)

I think it's for satellites that won't move like relay, but is satellite that can't rotate itself works?

It's good to strap a whole heap to the side of a rocket and get an interplanetary intercept with it. Then you deploy a cube (with antenna and battery). Then adjust your intercept a bit, and deploy. Continue until you have used all your sats.

I've used it on rovers (I think that's the intention) since it can be oriented the right way while keeping the rover very low-profile, and without torque wheels it doesn't interfere with normal wheel-based steering. Other than that, though, it's not that useful.

Yeah, rovers. It fits neatly inside a girder segment and is easy to orient so the compass behaves like you'd expect it to. Plus it's an advantage not to have reaction wheels.
