Bob decided it was a good idea to trash his car. So what do you do? Ya get out the tow truck. Another fascinating day in the life of a kerbal. The last frame makes you wonder though ... is there a tow truck for a ... tow truck?

I think it is just a light (set to orange) shining on an ore scanner.

He's talking about KSC++, search for that @SHiftER2O and you'll find it and it's dependencies.
