Radiators radiating less with higher temps

The drills overheat. The hotter they get, the lower the cooling % is. So about 11% at about 500 degrees, and about 9% at 600 degrees.

maybe the cooling is absolute?

Absolute?Not sure what you're saying. Anyway I'd say the dT would be, in the dark, 400 K and 500 K? And what exactly is "cooling %"? And "dissipated heat = 7500"?

Cooling % isn't really linked to core heat at all, as long as you have enough radiator capacity the core heat will stabilize, as you're overheating you must have more core heat being produced than your radiators can account for.
