Could lunar colonists get WiFi? That could give a good incentive to go along with the 1.3 sec delay, near real time chat with family. Only the US has real interest in Mars, it's too expensive for anyone else, and even then the US doesn't want to spend the money. The Moon is close. ESA has interest, JAXA has interest, everyone has interest, because it's doable with far less effort. Any gains made on the moon in terms of tech, or infrastructure are directly applicable to Mars. Or fueler tanker in lunar orbit. Or both. 3.6:1 ratio means most of the propellant mass is lox. Definitely a little awkward for methane engines. Assuming they can get H2, the question would be could it work well enough to get to orbit. Lunar ISRU was only ever estimated to offset landing costs (in propellant).
