To reach Shuttle level safety—which I think they decided retroactively was a 1:90 chance of a LOC incident at the end of the program—they'd need 90 landings in a row just for the EDL to be the same LOC (then there's life support, etc to consider). You can even add tourists as the test is not taking all of the crew area. Cost is that the starship stays in orbit longer so can not do more launches. And the obvious space station solution is starship, now they might want an aluminum or composite version as I understand steel and cosmic radiation is not brilliant.
