Reach the designated orbit within marginal deviation

Because you're going the wrong direction.

Note, in the screenshot, that the AN/DN says 180 degrees.  It should say zero.

You can also see, in the text description of the target orbit, that it wants an inclination of 150 degrees.  Any inclination greater than 90 degrees means it's a retrograde (i.e. east-to-west) orbit around the planet in question.

Also, look at the little sparklies going round and round the target orbit.  They show you what direction you're supposed to be going.

You are not a true Kerbonaut until you launch a satellite in the wrong direction and wonder why it isn't working. It's a rite of passage around here. Welcome to the club. :)

Now, as to fixing it ... probably the easy way is to raise your apoapsis to the edge of the Mun SoI, then when you're up there burn retrograde/stability (start retrograde, switch to stability before you stop dead)) till you're going in the right direction, then bring the orbit back down.  Might take a day or two.

Then again, if you have the fuel, just align retrograde, switch to stability, angle a bit towards radial-out, and just reverse your orbit here.
