While technically feasible, you won't see anyone make such a thing. This amount of dynamic volumetric smoke, and lingering to boot, would render your game unplayable.

Have you ever installed Environmental Visual Effects? Its volumetric clouds are the single most performance-intense feature in all KSP graphics mods. Just that feature alone costs more FPS than the whole of what Scatterer does, for example. And those clouds are static objects. They are not dynamically generated, they don't get created or destroyed, don't need to calculate collision with solid objects (like the ground), and they don't interact with the physics simulation. Real launch smoke would have to do all of these things, and probably cost an order of magnitude more performance.

If you want better exhaust plumes in general, I recommend RealPlume Stock. It won't flood the area with volumetric smoke, but it does improve on the default graphics. And also, if you want to explore the effects of too much lingering engine exhaust graphics, try upping the particle count in the config by a factor of five or ten, and then launch some SRBs. It still won't come anywhere near what you envisioned above, but you'll still instantly see what I mean with "unplayable".
