Sometimes OKTO wont SAS

I've had a couple of designs now, that have the OKTO on them, but SAS stays greyed out and wont enable. other very simular designs will allow me to enable SAS no problem.

there's no lack of power or anything like that, can't figure out why it's happening.

Hence the "Sometimes" idk, I recently just built a simple rocket to complete a contract and had the problem, tried a bunch of different things to try get it to work but it's not clicking at all on probes and remote items now. possibly it's mod related? also, I'm running the linux version which may be another point of difference. 

Normal ships seem fine.

I know. I'm very late, but for others who is looking for the answer is that. Uncheck a chekbox from advanced difficulty settings that is called "Enable comm links weakiening while going through Atmospheric Plasma". if you turn it off, then your connection won't disappear, when entering atmosphere.

Plasma blackout doesn’t stop you using SAS modes unless you’ve also selected “require signal for control”. You can still use SAS with partial control as far as I know.

Not really, as I'm mostly playing with this setting ON and it DOES stop you from using SAS. Even with partial control it just won't let SAS. It only lets you throttle Max or 0 and control robotic parts and airbrakes. But SAS and other universal features are disabled with these settings.
