I don't see a reason for that to be a stock option, as it just may confuse newer players.... BUT, i understand it makes for some nicer aesthetics in videos and such.   There was a recent thread (last 3 months or so) on this very thing, so if you do a little digging here, you might find it, and in that thread are the MM patches that people wrote to allow players to turn off the sun tracking option.
