External Command Seat Limit?

Is there a limit to the number of Kerbals that can be seated in external command seats per rocket now? I like to use those seats and cargo containers to move kerbals around, but today I can't get more than three seated. I right click on the seats while operating an eva-ing Kerbal, but the only option is to aim camera at the seat. What gives?

UPDATE: As you can see in this screenshot I've gotten over 20 Kerbals into seats, but the game has suddenly decided to stop allowing me to even seat the board seat option.

Whatever the problem was its back now, and I can guarantee that it isn't distance.

Too close to the bulkhead is my guess.

I've found the only limit is my CPU.  I also use the Take Command mod which makes this whole process a lot easier.

 

This was my budget airliner.  Cheapest per-seat transport on the market, but alas does not qualify for the Kerbal Regional Airlines Challenge since they want the Kerbals in actual compartments.

If you are on the latest version of KSP then Take Command is redundant now.

Really? I'm on the latest version, but just had it left over in my mods, so I just assumed it was Take Command that was doing the work.  That''s very cool.
