Ground anchor issue:

Hey there and sorry to bother whoever finds this but I'm having an issue with the ground anchor part in KSP 1.12.3.

When I place it the part floats in mid-air (an issue with all ground parts) and when I bump a Kerbal into it to get the physics to apply it continues to not function.

Methinks you need to place the anchor in engineer construction mode.  I have done it but forget exactly how. 

I used them to build carports for rovers to keep them safe on Minmus.  This pic shows them.  There used to be 7 rovers there but the others simply exploded before I could save them.
