TOOB Parts: Attached Parts Location Change Far Out of Alignment With TOOB Fairing End When TOOB Is Not Vertically Aligned

Description: 

When I adjust the length of a TOOB part via the slider in the parts manager, the position of the part attached to the fairing end of the part is adjusted incorrectly. when it should be adjusted  to match the location of the end of the TOOB.

Steps to reproduce:

  1. Start a new vehicle in the VAB.
  2. Select any of the TOOB parts from the structural section of the parts manager.
  3. Rotate the TOOB to any angle other than vertical.
  4. Attach anything to the fairing end of the TOOB part.
  5. Adjust the length of the TOOB fairing via the slider in the parts manager.
  6. Observe that the length of the TOOB's fairing changes as expected, but the change in location of the part that is attached to the TOOB does not match the change in location of the end of the TOOB.

When I tried to change the length of the attached TOOB part through the part manager, instead of staying in place part shifted not only vertically but also horizontally. I have attached a video with bug
Reproduction:

  1. Attach TOOB part to any other part
  2. Through part manager change its length and see result

If you place one of the adjustable tubes on its side and attach another part to the end of it and then adjust the length in the part manager the piece attached to the end of the tube will not move correctly. Instead of sticking with the tube and moving horizontally it moves vertically.
