Better radial decoupler snap indicator

When placing boosters, or anything to radial decouplers, especially the smaller ones, it is sometimes hard to discern whether the part will be placed on them or not. Make decouplers glow yellow or something, to indicate where the part will end up.

It's very useful for checking angles and center of mass/thrust, but I still think it would be a nice QOL feature to know where the parts will be placed (attached), while they're being placed.
