Lowest Kerbin orbit possible

The lowest possible orbit of Kerbin is set by the height of the atmosphere. At or below 70kms from sea level your craft will be slowed by passing through air and sooner or later de-orbit. Anything even slightly over 70kms will orbit indefinitely, or at least until slight round-off errors in the game's math build up enough to either enter atmo or leave Kerbin's SOI

Or orbiting Kerbin as low as possible at least once without any engine power?
