The main reason for the old space race was bragging rights. Soviet wanted to "conquer space" for propaganda, and murrica wanted to beat them to it.Now, there's not really much competition between space-capable countries, and so there's no inspiration for putting people on Mars or whatever. Luckily, Russia has a decent budget dedicated to it, and several private ventures are also somewhat well funded, so something might spark up again in the future.
