Controlling a spacecraft from a command seat

SAS does not provide any control torque, only to stabilize. The command seats don't provide any torque at all. So you have nothing to steer with. If you could replace the SAS with a probe core or RGU then you would have some.

I believe everything needs to have a battery right now to be controllable as well. Even if you have a power source, it has to go through a battery.

Nope, I believe that it is planned that all command pods will require electric power to provide rotational torque, but it is not the case now. Also every command pod/probe bar the seat has a built in battery.
