EVA Camera Not Reorienting When SPACEBAR Pushed

According to the instructions, when I push the SPACEBAR, the Kerbalnaut is supposed to orient to my camera view. Nothing happens when I push that. The SPACEBAR operates correctly when releasing from the ladder/crew hatch or causing the Kerbal to jump.

Am I misunderstanding what "reorient the camera" means?

They'll only reorient themselves while off the surface, if you first press space to jump, then turn your camera and press space again, they'll reorient themselves. Alternatively if you're doing a spacewalk in orbit.

Beyond that you'd have to check your keybindings to make sure it's actually bound, no matter if you haven't unbound it knowingly check to make sure for the sake of troubleshooting.

OK. I was not precise in my question. When I hit the SPACEBAR, he does reorient, to a degree. That is, if I am behind him and rotate the camera about his axis, he will realign correctly to the camera view. However, if I rotate the camera over the top of him, I would expect him to align with the new view; that is, to tilt downward in a forward direction. However, he does not.

Is this the expected behavior? I would anticipate otherwise.

That's expected behaviour. You can however leftmouse click-drag on the kerbal itself to rotate them down/up, their facing gets overridden by movement though so as soon as you try to move they'll orient themselves back to the horizontal plane.
