ABS (Anti-lock Breaking System) for wheels.

If we had ABS brakes on our rover we'll have people complaining "how come the brakes are so weak when I try to stop my rover on Gilly? Fix it!" and suggest options for "ABS override so I can brake as hard as I want!" in the suggestion forum :)

One trick is to modify your brake action group so that front wheels do not stop when you slam on the brakes, this greatly reduces the rover's tendency to pitch forward.

thinking about it, the problem with KSP brakes is actually that the wheels have too much traction. my long construction rovers (4m+) will lift the rear wheels under hard braking, when in reality a similar vehicle would lock the front wheels and start to skid.

to have a vehicle that will do stoppies you need a much shorter wheelbase (my bike has a 1.5m wheelbase, and you have to really try to get the end off the ground).

i think improvements in how the game detects rover wheel collisions and measures friction would help this.

How about emulating drivetrain drag or regenerative braking so that when the movement key is released, the rover will gradually come to a stop? I was having some fun with the stock rover the other day and that thing will roll a very long way even with one front and one rear wheel damaged on opposite corners - on the "grass" around KSC.

If KSP wheels have too much traction, then why do rovers skid around on the Mün like they're driving on black ice, yet when you hit the brakes you flip over?

yeah, a lot of the time they don't seems to have enough. that is what i was getting at with my comment about improving the wheel simulation; depending on what you are doing, a rover can either slide around like it's on ice (as you said), or flip end over end.

so the simulation needs improving, rather than just including weaker brakes or an anti-skid system.

You're all wrong. The problem is that Squad built all wheels with drum brakes when they should have used disks!

Seriously (I couldn't help myself) SuperWeegee4000 is bang on. Ya just gotta be a little less heavy handed on the brake key. Adding ABS to the game would not solve anything and as Temstar points out, would cause other problems elsewhere in KSP.
