Does Squad have any plans to make the Stupidity/Courage ranking affect Kerbal Kosmonaughts performance in the near future ?

In the extraplanetary launchpad mod it does, smarter kerbals builds rockets faster, worse, very brave but stupid kerbals will decrease production.

I can't find a citation at the moment, but yes, the plan has always been that the stats of Kerbals will affect their performance as they operate the ships. (This is why there is no autopilot in the stock game; eventually, the Kerbals will be the pilots.)
