Not getting new applicants at Astronaut Complex?

I started a new Career game with 0.90, and I'm on Day 7 of the game. I've already upgraded a few of my buildings to Level 2, including the Astronaut Complex.

The problem is that I'm getting no new applicants at the Astronaut Complex. I have 8 astronauts (out of 12 available slots), with only 3 applicants. I haven't gotten any new batch of applicants since the start of the game. And I only have 2 pilots. I need pilots!

Any ideas? Is there something I need to do to trigger new applicants again? I never had this problem in older versions of KSP and got a constant supply of applicants.

Build something in the VAB that can hold your current complement of astronauts.

Assign the current complement of astronauts to seats in the vehicle. No need to actually send the vehicle to the launchpad.

Click on the button that says, "Go to Astronaut Complex."

There should be new applicants there now.

If you've crashed as many times as I have, I wont' be surprised.

Word goes around. These green furballs don't like crashing.

Establish that space station on the mun and see those queues filling up ;-)

Nope. Doesn't seem to work. I even tried launching the vessel that had 8 of my Kerbals. Result:

I actually haven't crashed at all in this play through. Not a single death. I like my Kerbals.

My Reputation is at 789 according the save data.

So I managed to fix this. I decided to bite the bullet and see what happens if I recruit the 3 remaining applicants even though I really didn't want them.

After I reloaded the scene, I suddenly got an army of 13 new applicants. :|

This is a really clever method of making sure you get hired at the job you really want...
