Galactic Gas/Petrol Station

Create and launch a station that holds large amounts of fuel for traveling rockets. 

It must have the following.

1.  5 docking ports of any size
2. 4 solar panels
3. 1 battery
4.  SAS at Radial Out, while in orbit
5. Methlox Tanks
6. Orbiting Kerbin at a minimum periapsis of 80000M

Launch rockets to fill it up or use its fuel.

Might be KSP1, might be KSP2 if OP really does mean Methalox.

As a relay space station, there is no need to launch to a very high orbit. Low-orbit spacecraft can easily fly out of the Kerbin system using the Mun's gravitational slingshot.
