I don't use FAR/NEAR, but would using multiple "smaller" Parachutes first perhaps help with this? It should slow the craft down enough before deploying the big one(s)

It seems more realistic in my opinion for the flags instead of just touching them. But if we merged it, say we get science if a kerbal to touch the surface, AND if we want a bonus, plant a flag.
