I'm with jbowon, Overpopulation isn't a problem. ( Yet ) Although there is cause for concern, i think we need to focus on other matters first. Like Education and Alternate clean fuel sources for my F-150.

Maybe in the future they'll add a couple of limited Procedural parts to the very end of the tech tree. Or they could even just exclude them from Career mode, while still allowing them in sandbox mode.
