If you have a 1500$ budget, you can most definitely pick up a good desktop (or laptop but they are slightly more expensive) that has at least 16gb RAM i7 cpu and a decent gpu. I'm not sure about your software problems, but for that price you can get a gaming gpu that works wonders

That's fine, how about we do a limit of 50tons and 4 crafts? (Also if you are using aircraft make sure to park them no further than 5km from the runway so I don't have to drive forever to kill them) This is the first time my tanks will be tested against aircraft. Im excited

The suspension is pretty rudimentary if you can call it that, it's simply two I-beams attached to the center core which are somewhat flexible and allow some suspension. The wheels on the tank pop frequently on hard drops tho

This allows simple rotation and elevation, however is ultimately flawed, as prolonged (and incorrect) use may cause the turret to jam or blow out of its turret ring.
