Can you repair a parachute which has been cut?

The Kerbal has to go outside to do it, though. If you are descending through atmo at the time, he/she will most likely be blown off the ship. So you can do it in space or after landing, but not when it would be most useful to be able to. :D

Interestingly enough it appears this is no longer (always) true in the new aero model; I just EVA'd in a jet going at 180m/s very low in the atmosphere and did not get blown off :D. That said, it'd be risky to try it on a capsule descending at terminal velocity :P.

EDIT: some further experimentation suggests the limit is about 200m/s, at least if the ladder is perpendicular to the air stream (e.g. mk2 cockpit)
