Once they had decided that no, Soyuz is not needed anymore, Soyuz again became an option.

This proves how important is to avoid final decisions as long as possible, like the lawyers do.

That's a remarkably apt summary of the history of the Soyuz (and the various programs to replace it) in general.

Keep in mind that every Atlas flight is already spoken for, so any non-crew Starliner flight lowers by one the total number of crewed Starliner flights -- unless they buy one of the remaining Atlases from Project Kuiper.

Well, they could use Vulcan for the cargo Starliner (Starhauler?) launches. Of course that would require work to integrate the capsule with the launcher, but not needing to crew rate all that should help some. Also, unless Boeing has already decided to cancel Starliner after current contract, that work is in the engineering roadmap anyway. Whether that can be done in time for launches in 2025 is another question though...

Because the commander is required to be Russian?

"A citizen-cosmonaut of the Russian Federation shall be appointed Commander of the crew of a manned space object."

Nowhere in this law does it say that a Soyuz qualifies as a "manned space object" if another country outside Russia's jurisdiction is operating it.

P.S. Is there a separate space law thread to discuss this? Don't want to overly distract.

Not surprising, if true. As we discussed before, NASA locked themselves into being on the publicity hook if anything happens, because they let it become known that they were the ones making the decision. So they are going with the option where they can't be blamed.
