Submarine ballast

I'm working on a cool looking, relatively small submarine, the only problem is that it floats, despite being made of 99% full fuel tanks. I was just looking for tips on how to make working submarines, you know, ballast and all that, without having downward facing engines.

I do a few things.  Add a tweakable lead resource to weigh stuff down (so you can at least get in the ballpark), then add a ballast tank that takes in or expels water, which gives you fine control (and if you put a tank at each end, it makes balancing a breeze).

I figured it was something along these lines, similar to the setup you had for your balloons - which were great by the way I had a lot of fun with the blimp!
