Where is the ability to change/create orbital changes?

It has been a year and a half since I played the game so all this career stuff is new to me.  What I don't understand is why I can't click an orbital path to set burn time to change orbital trajectories and such.  When I click to double click anywhere on the orbital line nothing happens.  Is this because I have not upgraded a up,ding or unlocked some tech?

edit - term I was looking for was "maneuver node".  There is none...  I'm using 1.1

This is likely because your tracking station is at level one and maneuver nodes don't unlock until 2 (so I believe). Right click the Tracking Station and hover over the upgrade button and it will display what you receive by upgrading.

It require tracking station level 2 and flight control level two unlock flight planning (manoeuvre nodes)
