How do you get mods directly to steam?

Seems like the right place.

You have two main choices when installing mods on Steam KSP:

1. Install the mods in the steam install.
   Pros: Takes less disk space, only one install to maintain.
   Cons: Updates to the core game happen automatically (mostly), and you have no stock install to test with.
Howto:
   1. Download your mods somewhere and unzip them.
   2. Copy the appropriate folders into C:\Program Files (x86)\Steam\SteamApps\Common\Kerbal Space Program\Gamedata
   3. Enjoy!

2. Maintain a separate install somewhere else.
   Pros: Immune to autoupdates, you can have multiple installs with different mod sets, leaves your steam install pristine.
   Cons: More disk space used, no steam stats.
Howto:
   1. Copy the entire C:\Program Files (x86)\Steam\SteamApps\Common\Kerbal Space Program folder to somewhere else on your HDD
   2. Download your mods, unzip, and place appropriate folders in Gamedata at the new location.
   3. Enjoy!

You can also use CKAN to manage your mods, just download the exe and place it in the root of your KSP install, run it from there and it will install mods automagically. Opinions vary greatly about CKAN, IME it works very well when it works (which is most of the time), but if something goes wrong it's more difficult to troubleshoot. Some modders don't offer support for CKAN installs, too. If only using a couple of mods it's just as easy to install them manually.

Edit: Paths shown above are for Windows, not 100% sure where they are in a Linux or OSX install.

@Red Iron Crown I think I did everything right, once it was downloaded, I extracted the files, then moved it where it needed to go, after that, I opened up KSP from my laptop, not steam, and it loaded, I also got 'Module manager' on the screen but when I opened up my save, I didn't see any new parts, so I made a new save file, still nothing, do I need to launch KSP using steam, and then will the mod work?

No. I own the game through steam and haven't launched through steam for over a year. Post a screenshot of your gamedata folder.

EDIT: ^ @Red Iron Crown is thinking the same thing as me.

To be clear, when you download a mod, make sure that the stuff INSIDE the gamedata folder (usually inside a folder in the zip) goes into YOUR gamedata. Not all mods have a gamedata folder, they're just the mod folder. If you go inside and see folders like 'plugins' or 'parts', etc then that was the folder that needed to get installed.
