They have worked (recovered every Dragon, including the Crew Dragon test to ISS), but they have some issues they are not pleased with. You want large but simple oldish ship, tanker, bulk or container. You could add wings on it if needed, this let you get away with an much smaller ship, 100 ton is nothing for ship loads after all. Use an old tank as the rumba robot for falcon 9 drone ships. Guess some engineering tank designs would work. Down the line you might want to pick up multiple first stages before returning. Again 100 ton is not heavy in shipping, its lightweight. As an bulk cargo is oversize but still two M1 tanks are heavier, 4 trucks might be heavier. When Bridestine was selected to head NASA for the Trump administration, he was a climate change denier, continuing the trend of "worst possible picks" in the administration. I've just seen it suggested that orbital transhipment of cargo could allow a single starship to take 750t through TLI on a full propellant load. That's insane! The problem is that you are still limited in how much you can lift and the size of the cargo bay giving this an limited utility. That is unless you make an in space only version of it with no nose for lifting space stations from LEO. But its no problem if main payload is an 3rd stage you fill up in orbit together with the starship. Burn, release 3rd stage an its payload who continues the burn.
