Mud work well for an low tech camo paint, 
It would however heat up very fast. 

As I understand taliban used wet blankets, they worked well if they hide before getting spotted. 
If used after detected it should raise some alarm.

Yes of course, but the distance you can see is reduced depending on how heavy the rain is, not too much different than in visible light, really.
